It makes it so Prisoner Lords are 50% less likely to escape from your party. So because these two perks stack with each other. It is much more efficient to keep Lords within your party rather than a town. Edit #1: There is an Engineering perk for Governors at level 50 called Prison Architect. It decreases a Prisoner’s escape chance by 25%

If they're lords you cut off their heads, if they're soldiers/bandits you sell them to the bordello. Just a heads up executing lords is a HUGE penalty to relationship with a lot of people. It is satisfying especially with traitors but it's not free to just murderhobo everything. #8.
